It's a little speaker that sits on the floor in front of a microphone stand pointing up (thus the slanted sides) at a person talking/singing. It lets the vocalist hear what s/he sounds like while avoiding feedback 'squeal' by coming from behind the microphone, where it is least sensitive.
In my case it's mostly for the kareoke singers! :)
