I'd say it depends on the artist, but it's probably a mix of both!
For instance, I don't think my rendition is canonical at all; I just felt like drawing her like this.
But personally, I like to think that some of the toonier/cuter fanart that some others have drawn is how in-game-universe kids see the characters though!
