I'm guessing there's probably a lot of artists uploading all the stuff they did while FA was down, and people are just getting overwhelmed by huge lists of submissions to go through and nuking them all rather than going through them.
Or a lot of people might not have come back yet, or are waiting for the new servers to stabilize more.
