Update: added preliminary nose horns made out of Styrofoam as a base. Yes they are small, but that's because this is just the core of the horns. I need to glue the LED nodules to the Styrofoam base then using Free Form Air to finish the horns which will them make them larger and more appropriately sized.
I also added flap...side...things, they kind look like wing flaps, lol, but that's what the ref images call for I'm just trying to do the best I can. To try and spare weight, I made the flap thingies out of craft foam and added a think layer of Free Form Air over them to allow them to keep their shape. The black plate right in the middle needs some touch up work and re-shaping.
Again this was originally a Round Nose Dragon Base from DVC and it also features LED eyes from DVC (painted by me, such as they are), and a UV blue tongue from DVC.

I'm trying to make her as accurate as I possibly can aside from the fact of her being quad. I'm making the rest of the suit in "flight form" to avoid making a quad suit (I don't feel comfortable making on nor wearing one). But she will have the hunch back deal going on, in fact, that will be my "trunk" where you'll be able to lift one of the large back plates and under it will be a compartment for all the wired for the LED lights and extra batteries. So I'll be able to say "pop the trunk!" if LEDs go out or I need them turned on or off. (My Fiancee will be with me to aid in maintenance).
To be honest, I have no bloody idea and I'm freakin' out over it -cries in a corner-.
I have these options:
1. nice stretching snake sprint lycra fabric
2. this and heavy croc pattern vinyl use as strips and bits (being careful to keep to the pattern and direction so you can see it's strips-n-bits
3. buy some clay. Flatten the clay. Etch out some scale pattern. Buy some Laytex crap. Make my own scaley sheets and then glue'em down!

*cringes* eww sorry I figured you had a plan in mind already lol. If you had a ton of money to blow I'd suggest something like stingray hide for some of the parts that don't have larger looking scale thingies (face/part of the arms). http://www.corbin.com/materials/stingray.jpg if you care to look. Otherwise it's a tough call as there appear to be larger scales in some parts like the shoulders. You could try a mix of things like layering larger "scale" sections onto a base like croc vinyl or even just regular marine vinyl as it has some texture already. if you can find the shape/texture you want you can always try painting over it so you can just worry about color later. Not sure what would take well with a vinyl material, latex paint maybe, but then you have to worry about it coming off. Not sure if any of this helps but I can't wait to see it done. :B
I may be able to find a snake scale vinyl and obviously the croc vinyl is easy enough to find and do a mix of those. It's just a real pain in my butt because I really, honestly have no idea what I'm doing. This is only my second ever costume and my first one I could hide all the scrappy ends under armour. Otachi, however, is naked :(
What about something like https://www.fabric.com/buy/fd-384/b.....textured-black or https://www.fabric.com/buy/0328250/.....rocodile-mocha and maybe just ignore the larger scale things and just airbrush or paint the wanted colors in for highlights and such. If you search that site for vinyl they have a ton of interesting ones that might catch your eye.

This is the stuff I've had my eye on. I bought a small bit to have a look at it.
