Billboard? Well, more like a blimp! But she doesn't float! X3
I made and gave Pango (wiki page) a special pair of my super-comfy-to-wear silky, shiny underpants. With a special print for her undies, to get some tourism in meh town XD And I'm bloatin' her up real big!
Her undies will make a great advertisement, heehee! But... she doesn't really seem to leave my town that much so.... hmmm.... But still, who knows, maybe I should go into the indue-advertisement business or somethin'!

Ah, let me enrich you then. Basically, in Japan, the Peach fruit is symbolic of love and the rest of that garbage, however in Japan Peaches also represent the "rear end." And, since pango has her rear inflated with the sign of town being about peaches, that's just a funny bit of humor if you get the cultural references.
