Well, a mix of things, really. I wanted a wind-using character, after Voodoo was removed, and since most wind-users are often also very fast, I looked at species that would fit the bill. First one that came to mind was the Peregrine Falcon, since I was aiming for another avian-type. His beak isn't as curved as a falcons' but that was otherwise where I was looking. A small-framed, fast and agile speedster.
I also wanted to use a nationality I hadn't yet; two such were Indian and English, so I mixed 'em -Pavan's British/Indian, but was raised in Canada. However, he's got a British accent. As for the red diamonds, those actually aren't natural; they're a marking relating to his Indian family. Unlike other hindi families where only the women mark themselves with red paint, his family, both male and female, did so, and used diamonds instead of circles. Even though he didn't know his Indian family, to honor them he uses feather-dye to create those markings regularly.
Given how most of my cast were serious and, sometimes rather toneless, I figured it was also time I added a more free-spirited type to the group. So, Pavan became the most chipper, hyperactive and happy-go-lucky member of the team, and also the comedy relief of the group... or so he himself thinks XD. He may be a little childish, but he's proven reliable and is a good friend.
There was one other thing I added to him, just to put a little of myself in his design as I do with all of my characters. His personal fear; claustrophobia, one I also suffer from. I made his a little more intense, just to prove he has a weakness.

Well of all the group -besides Lighris- he and Volcan have known each other the longest. Though Pavan's hyperactive nature can get annoying he's always fun to be around; no chance of boredom with him. The biggest contribution he makes for the group is dependability.

I'd say the comparison would be pretty much like Cyborg and Beast Boy from Teen Titans; Pavan sometimes comes across as dumb, irresponsible and not taking things seriously, often doing things that can really tick off Volcan or the others. However, Volcan knows Pavan means well, and the Wind Phoenix makes up for his faults with his dependability; when you need his help, he'll come, even for something he wouldn't really know how to assist with. Beyond that, Volcan also considers him fun to be around and to hang out with.
