a cats ears are normally cut by a vet or the owner to show that it is not a stray at a distance

I've heard that some places spay and neuter their feral cats. Then they mark the fixed cats by cutting off a piece of their ear. The building still gets its pest control problem solved, and the cats can't reproduce.
