Well his powers are all based off of Vibration of course.
He can shake things apart, cause small localised earthquakes, make things explode with sympatheitc vibrations (Like how an opera singer can make a glass shatter with their voice), By making his hands vibrate he can give mindblowingly good massages or cut through softer materials like a vibrating knife. He also can stimulate molecular vibration in an object making it heat up or cease it so it starts growing colder to the point fo freezing.
If he remembers he can do it, he can concentrate and 'listen' to vibrations in the area, tracking objects and people as if he possessed sonar.
He also has a way of flying through the air but it's far slower than true flight, more akin to how Magneto ascends and decends in the X-Men movies.
While these abilities make him sound quite powerful keep in mind he possesses an average intelligence, and is no stronger than a Well-built Donkey is, nor is he any tougher than one... ie: Not Bulletproof.
I try to balance out my heros and villians so that they don't get too powerful.
Oh yes... before you ask, he is indeed well hung. Vibrator *IS* a Donkey after all folks.

He's more of a Bad Guy than evil.
Roy Equine was the only scrawny geeky kid growing up in a Football town. In this slighty cartoonish world every Guy was an athelete and every Girl was a cheerleader so he was the target for a lot of bullying and teasing.
Then one day a freak bolt of lightning at the state science fair struck him and several other exhibits not only giving him the power over vibrations but suddenly giving him a build like a body builder.
Seeing these powers as his way of getting respect he created a superhero costume and made his major debut as the Resonator in stopping a group of villains from stealing the Diamond Exchange building (yes the whole building). But as he took the villains away the Newspapers ignorign the large red letter "R" on his chest and focusing on his abilities Dubbed him "The Vibrator".
Roy saw his dreams of being a respected superhero go down in a barrage of dirty jokes. The abuse at school got worse because of it too until one day while the jocks were about to give him his daily swirly he suddenly realised that he was under no obligation whatsoever to be heroic. That maybe these powers were never meant to help others... but for him to help himself.
So, after shattering the teeth of his tormentors and shaking the whole school to pieces on his way out the villianous Vibrator set forth to regain a little dignity through the aquisition of wealth... and maybe demolishing a few newspaper offices too.
