Unlike Cho's devour, Gnar's devour during development worked like a crowd control
Gnar devours enemy champ for 3 seconds , during this he cannot move but he can spit them out in a chosen direction. They felt like this was a worse version of Skarner's ult (Working in a similar fashion of removing a champion from battle for a few seconds) Not to mention other little problems like not fitting with his character well and such.
