I've seen several animal head biker helmets around, but this is the first I've gotten a snap of. The biker is looking straight ahead, you can just make out his goggles. A couple weeks ago in Kenmore WA.

If it was something breakaway, don't see why not for both legality and safety. As Ive seen several very different ones around, I'd guess they are not too much a problem (?)

The funniest one of those I have seen was a blue faux fur and google eyes "Cookie Monster" helmet cover.

Wild, seems to be a little cottage industry! Putting animal helmet cover into Google images shows a few versions

As far as safety is concerned, I think he should be fine.
