Actually? It is fire bending. Her movements and bending are just very fluid and controlled....making her look like a water bender (all the more reason I love this piece). Fire benders motions tend to be more fierce and "in your face" compared to how calm water benders are

Indeed, this one is Waterbender, fire expired faster than water and from the look at her position, she's dancing and casually circling her hands round, round and round.
