No, "fashion" works in one of two ways:
1) Someone does/is something different and gets attention for it. Others want attention, so they imitate what they think was being looked at. Due to chaos/randomness, one or more of the imitated features is imitated most often and becomes a fad/fashion. At that point, those who want to be in control set definitions for the fashion and try to enforce the look. Once firmly established, a fashion becomes part of the norm and helps offset something that is different...
2) A supposed leader of fashion wants to improve/maintain their sales, so they create something different and tout it as the next big thing. It may become a self-fulfilling prophecy. (Mostly this version compresses #1 into an indistinguishable muddle.)

I WAS going to brag how my mate: designation Hellcat, works out in a corset but on the proofreading (her looking over my shoulder) she snorted derisively. "It's not even a corset, it's got no laces. It's to a true corset as a banana hammock is to an athletic support device" XD The stuff that comes out of her mouth :P
