Takara is really excited about something. Katsu is confused because he has never seen Takara like this. It's not that she is stoic or a sourpuss, far from it. She is just usually the most level headed of a group. It's rare to see her go fangirl over anything.

I think it is important to show characters expressing emotions they will not usually show. It shows they are characters and not stereotypes confined to what we expect of them. By the way, you can thank Betsy for the leaf in Katsu's hat.
