Not that much harder, except pressing down and filling in large areas with colored pencils can get tiring for the wrist.
It does take planning the image around the color of paper you'll be using, so you can incorporate the color as a major part of the picture. The canson colored paper sheets aren't too expensive, so if you're interested in doing it, just buy a few and experiment.
