Part of a larger project I'm working on. I imagine Dominion can be quite the showman when doing his "threatening the general public" broadcasts before revealing the next part of his grand, evil scheme. Fortunately, his voice doesn't have the same powers over digital signals ("Of course, that would be much too easy!" he'd say).
This is probably the broadcast before he's in a robe in front of a crackling fire with a pipe I'm sure.
Also working on his design a bit more. I'm digging the jacket and boots now, and everything else seems to be working out! I'm actually happy with how this turned out, lol.

He's actually not that strong, at least not physically! His power is all in his voice and how he uses that to subjugate others to his will. Think something along the lines of Sarumon (not Sauron) from Lord of the Rings and you'll be close. Of course, appearing powerful, confident, and in control helps him seem more intimidating too!
