The original picture of Chips found some surroundings in the form of one of Toonland's many parks. The toon responsible for knocking him over can't be seen in this image as they're behind the camera and also on the ground.

Aside from the vector graphics used for Chips, everything was done using the paint and draw tools in Paint Shop Pro 7. Chips uses PSP7's vector graphics tools.
