Yes, it is true, the sprites are mirrored, but the way he is SUPPOSED to be facing (ala straight ahead towards where he's going) is to the right, which means his buster SHOULD form on his LEFT arm. This is the fault of lazy sprite artists.
As for that picture, that would be Megaman X, not Megaman, so that is void. >:D

Ewww...you're referencing the original boxes? Even MegaMan's creator has stated he hates those things. This was back when they would hire some artist to paint the box cover and barely even tell him what the game was about. Thus the travesty of what appears to be guys wearing badly made cosplay suits and holding guns. Ghastly.
I find this an odd coincidence.
I've been listening to the "intro stage" theme from Megaman X2 all day, and after looking at this, I realized this:
The boss at the end of the introductory stage is green, much like he is.
Megaman is always a + for some reason. Awesome music + graphics + gameplay.
