Zeran culture is heavily inspired by our own WWII era, which means that I tried to remain somewhat true to the history and have sugar coated nothing. Although I couldn't fit a lot of it on this sheet. >_<
I do like the female's design. I'll probably turn her into a personal character. She sort of looks like a diner waitress to me. :p

I don't know why... but I've always loved the military uniforms of that era.
I would be sad too if I was serving for an alien cat version of Mein Führer. >_<
(The flag on his sleeve is for their equivalent of Germany... so yeeeeaaaaaah... he's pretty much a Nazi...)

Not really. It's mostly the alliance and their laws that enforce the prime directivey thing. And their harsh penalties for those who don't heed the laws.
