Why does she have a ring on her horn, if you don't mind me asking?

An Inhibitor Ring. She can't control her magic without it.

But she can still use it right? usually when I see rings like that it completely nulifies magic.

Yes, she can still use it. In the universe I've established, inhibitor rings have varying degrees of power. However, they can't remove it completely due to being dangerous to the unicorn wearing it, causing "Magical Backup". If they can't remove the built up energy, it backlashes and causes serious health issues, even death. Inhibitor rings can make magic hardly usable, but it still needs a way to release it, even in tiny bursts.

Very interesting, so it's a kind of power incontinence (to go with the regular kind? XD). Makes me wonder if there's any way she can get better of it it's a permenant condition. Oh well, she certainly seems happy enough either way

It's not permanent, but it is gonna be challenging. Think of it like Twilight when she got her cutie mark, but without Celestia guiding her.
