The Jade Empire /Jade Triad Organization File 6000-4B

OVERVIEW

The Jade Empire is China’s most dominate criminal crime syndicate. It is a vast criminal network that controls most of the crime in mainland China. The Jade Triad is currently engage in a variety of crimes from extortion and money laundering to drug trafficking and prostitution. They also are involved in smuggling, meta-fur slavery, and counterfeiting goods such as music, video, and software as well as more tangible goods such as clothes, watches, and money.
The Jade Triad currently operates branches or Tongs in Hong Kong, Singapore, Hanoi, and Saigon. The Triad is supposedly looking to expand its reach into North America specifically the city of Colmaton, CA, has been targeted.
Although the Jade Triad has been focused in keep it’s activates below the media radar it is not in any way opposed to using metas / super-villains in order to exhort it’s influence. The Triad is known or feared for its ability to cause death and destruction to those who oppose it in a silent manner. In fact if any law official in some parts of China has a string of bad luck it is said that he has been cursed by the Jade Triad.

HISTORY

Like many Chinese organized crime organizations the Jade Empire started as a secret society. Organized in the 1910’s from the remnants of the imperial government at first the Triad was formed to protect and perhaps someday reform the imperial dynasty. But over time has formed into the controlling organized crime faction in modern China. Many of the leaders/ kingpins or the Triad often claim ancestry to the old imperial families.
More information on the history of the Triad I.E leaders, factions, ect. Is hard to come by due to the Triad’s history of strict secrecy and the refusal of the People’s Republic of China to even confirm it’s existence.

Jade Emperor (See File C-6001) The current Dragon Head or Kingpin of the Jade Empire / Triad.

Summery: The Jade Emperor is more a figure of fiction than fact. He is known to exist but beyond that little information is currently available. As the Current Dragon Head of the Triad he is in command of all its operations. The Jade Emperor is supposedly directly descended from Ancient Chinese Dynasty and claims to be the rightful heir to the Imperial Throne. He is rumored to be able to manipulate the weather but to what extant is unknown. (See File C-6001 for full profile)

SnowFlake (See File #4263-A) Enforcer / Hit Fur.

Sex- Female

Species: UNKNOWN

Powers
Super Strength - Exact level unknown, but believed to be extremely high.
Invulnerability -Exact level unknown, But is rumored to be bullet resistant at the LEAST! Unconfirmed reports have Snowflake resisting tank shells during an attempt by the Chinese army to recapture her.

Regeneration - Exact Level Unknown.

Cold resistance- Exact Lv Unknown

SUMMERY-
Snowflake is thought to have been a Tibetan protester who was arrested by the China government. She was then subject to experiments that are thought to have been the Communist government’s attempts to duplicate the bionic Blood Formula (See file Ranger #165-A / Bloody Diva #344-V) the process is thought to have mutated Snowflake into her current form. Escaping from the Chinese Government’s training center she was being held at (See Asian Bureau File C-4478- Hansen) Snowflake disappeared off the face of the earth for several years only recently re-appearing as a super villain.

Tóngshī (See File C-6012)---- Assassin

Sex –Female

Species: UNKNOWN (Resembles a mythical Guardian Lion- Foo Dog)

Powers- HIGH degree of invulnerability, Super Strength, Agility, Rumored to have metal claws that have the ability to cut through hard subtances.

Summery- Not much is known of the assassin called Tongshi, mainly because very few furs have ever survived an encounter with her. It is believed that she is another product of the attempts by the Chinese government to replicate the Bionic Blood procedure. (See file Ranger #165-A / Bloody Diva #344-V). What is known, rumored is that she is a merciless assassin who has never failed an assignment and is totally committed to the Jade Triad.

THREAT LV- ALPHA THREAT LEVEL- LEATHAL FORCE APPROVED

Fire & Ice (See File C-6022) Jade Emperor’s Bodyguards / Servants.

Sex: Female

Species: Tiger

Powers:
Fire- Flame Manipulation
Ice- Cold Manipultion.
The pair’s powers are said to be magnified if they are in close contact with each other, so any agent encountering the pair should concentrate on separating them and tackling each twin individuality.

Summary: Twins who displayed meta-gene powers, unconfirmed rumors of the duo say that they are descendants of village guardians revered for their mystical powers. The duo where “recruited” into the Chinese military, when the Jade Emperor took notice of the pairs powers and beauty and offered them a place at his side, seeing little hope in the military the pair agreed. (Note the People’s Republic of China disavows all claims to any meta-furs in it’s national borders)

THREAT LV- UNKNOWN- The twins are said to be unenthusiastic members of the Triad only agreeing to join as they saw it as a little better than near slavery in a military camp. Possible BOS converts if China will agree to drop any charges pertaining to the pair or even admit they exist.

Terracotta –(See File 60015-C) Personal Enforcer of the Jade Emperor

Power: Earth Manipulation (Can create Earth biased copies / Clones of himself)

SUMMERY
Terracotta is rumored to be a gene biased (inherited) meta. His family is rumored to have served within the Jade Triad for generations. He is said to be the Jade Emperor’s right hand fur and directly carries out his orders.

THREAT LV- ALPHA

Jade Empire / Triad: Current activities weapons.

Meta-Fur Slave Trade: Since China theoretically doesn’t record any of its native meta fur population the Triad has a thriving trade in capturing these poor souls and selling them off as slaves in foreign markets. Other BOS branches have noted a significant spike in the meta fur trade and much of it can be attributed not only to the Jade Triad but China’s own attitude to it’s meta fur population. Many furs willingly give themselves to the Triad as they see it as the better option than the Chinese government.

Chemical X-596- Rumored chemical meta gene generator, is said to produce violent mutations in any fur unfortunate enough to come into contact with this substance. It is believed that this is the origin of Snowflake’s and Tongshi’s powers. This substance, if it exists, would have to been stolen from the Chinese government and is believed to have been their answer to the Bionic Blood produced by western powers. It is not known how much of this chemical that the Triad has in stock, if any. China has disavowed its existence.

Chinese Military Arms- One of the most disturbing actions of the Triad recently has been the procurement of experimental weapons from the Chinese military. Of special concern has been information of something called Project God Thunder. (See File 7005-C ) The God Thunder project is believed to be some sort of meta fur combat system, no further information is available.

Expansion into North America: The leadership of the Jade Empire has recently made a bid to expand there network into the lucrative U.S.A market, believing that more money can be generated from arms and drugs sales in North America the city of Colmaton is the rumored target. The Triad’s reasoning for targeting this particular city is that if a foothold can be made in the City of Heroines then the rest of the United States will be relatively easy.

Mongolian Smuggling Route: The Jade Empire was recently stopped in it’s efforts to create a smuggling route through Mongolia and into Russia by the national Heroine Baghatur (See file M-001). Much of the current information we have on the Jade Triad comes directly from Baghatur’s reports to Mongolian authorities.

RESPONSE
It is HIGHLY recommended that both Bagahtur and Tigress Titan be called to Colmaton U.S.A in order to consult with the local BOS branch in order to make the best possible response to the Triad’s North American expansion.
