I'm not like... an Magic the Gathering guru.. But I know enough to know that in general, the Izzet are a collection of mostly mages and inventors, combining science and magic to make more and more unique inventions and spells, always seeking to show off their prowess. Arrc the jackal here, having joined, uses his magic to channel lightning into elementals, sentient beings of the elements that set themselves onto whatever they're pointed at. Having lost his right hand, the contraption on his right arm creating a new hand for himself that lets him handle and even communicate with his elementals.
