It's supposed to drop from both flex and normal. However, due to some bug it didn't drop in flex it didn't start dropping until a couple months ago -- after my group was "done with" flex. I downed them 9 times in normal before the set dropped (the 12 kills in flex didn't count.).
I've heard it's somewhere around a 1 in 30 chance to drop, but most people I talk to say it's more like 1 in 20 (Wowhead says it's like a 1 in 13,000 chance, but that's not right.). You get two chances a week to get it : once in flex, and once in normal.
