The half-elf is named Masterson. He's with the elven council for half-orc relocation. The elves have taken a special interest in saving half-orcs from persecution by both humans and orc societies. Masterson helps socialize the relocated half-orcs into a special city built by the elves. He helps find them homes, jobs, you know, make them feel welcome. Being a half breed himself, it helps stimulate a feeling of empathy.
