Regarding his powers, if someone is wearing sunglasses or goggles and he can still see there pupil through them, his powers would still work.
However if the lens on the glasses or goggles is tinted enough he won't be able to focus on the pupils.
same applies for blindfolds, full headed helmets and mechanical visors
