A lot of couples have a dominant/submissive element to them. Sometimes it's mild or even negligible, other times, very defined and intense. This doesn't necessarily mean one is "in charge" while the other "matters less" But instead this is more of a personality/behavior dynamic that pleases both. So when someone mentions that they wear the pants in a relationship, they may be referring to their relationship dynamic in a playful manner, which can be very healthy.
Also, there a lot of people who simply don't want or need to be in charge. Part of being in a relationship can often involve assuming a "supporting" role instead of a co-pilot role. Some people would prefer to feel protected by someone they perceive as stronger etc... It is a common dynamic that works for plenty (but it's certainly not for everybody/ every couple)
