The rule applies when you accept several forms of payment for the same goods/service, but only require the fees to be covered with the PP option so you end up charging people differently depending on how they choose to pay you. I think they only enforce it on eBay (if they ever enforce it at all, I haven't heard of a single instance) where people actually do that.

BTW you might wanna edit your prices as it is now against PP TOS for the customer to cover the PP taxes. I'd honestly just add it into your prices and some people don't like covering the PP fee and may report you for trying to have them do so. I'd hate to see you get in trouble with PP with your art is so damn gorgeous.
OR to get around it ive noticed that if you send an invoice you can add tax to commissions. So instead of the customer or you calculating that 5% you could add it as a tax via invoice.

Thank you! I have actually known about this for a while, I don't think it's a new thing for PP and they don't really do anything as long as the amounts transfered aren't too big (which is the case with my prices in general). I figured I'd let people know upfront that I add the fees to the price, if they don't like it -- no need to commission and report me :) It's worked for me for the past 10 years, so I guess I'll leave it as it is for now ;) Thanks though! And if you ever decide to commission me, I'm always open! ^^
Oh man you are super lucky you haven't gotten one yet. I know I've seen a few artists do this and they've gotten that one triggered customer and they get in trouble with PP. But it's always good to tell them and be upfront about it. Tbh the invoice method could be handy cause you can put that 5% tax which will do the math for you and tick off tips allowed and if you get that one generous customer then can send more.
