Stuffing Who, Kiefer? Oh, well you see the Chief is a bit of a pushy fellow, very forward with his opinions and thinks much about the well being of his friends.
In Kiefer's case, I suppose the Chief thinks that his Bumon Buddy hasn't had enough to eat to keep up his strength.
