Gosh! I thought the only game with an evil face on the moon was that Amiga game "Wicked" by Electric Dreams.

It's got scary music. It's a multidirection shooting game, where you've got to get rid of all the evil spores and their portals and seeds. The most notable thing in the game is the evil face on the moon. The game most likely takes place in outer space in each constellation.
