There is an in-depth explanation but most people consider the vocal abilities of golems, sentient undead and other constructs to be "just magic or something". It's like asking how a star keeps on burning. Unless they know how, most people would answer "Meh, science stuff."
What the hey - as I may not find a chance to explain it in-comic.
The concept of a Soul or Spirit isn't one that's held in the CnC world. (Excluding the Spirits from the Blacklight Plane, but those are creatures in their own weird right, not remnants of the dead.) A person's essence is part of the energy that drives them, and when they die, the channels that energy flows through (the heart, the brain, etc) stop working and the energy stops flowing. If a person is either resurrected or reanimated whilst their heart and brain are in-tact, then they regain their ability to think and speak - even after those same body parts decay with the passage of time. The energy is bound in place by the same magic that re-started the body, and remains that way until the bones are sufficiently battered to crumble away.

Hmm...so the flow of life energy can, if directed though the magic of reanimation, provide the necessary forces to create the audio for speech. It would be a different process than physical vocalization, but so long as the energy flow is maintained, it can potentially circumvent the need for organs. Does that mean that if one finds a way to tap into their essence to be able to speak without breathing, or is the ability to vocalize without expelling air a property of one's essence utilizing the magic that keeps it bound to the body?
*chuckles* I don't know if my Paladin would have a similar attitude where he in the same position... but Terryn would not mind having more time to carve up wicked men until they stop hurting people. So long as his soul is secure, the rest is doing what you can with what you have.
Pity the wicked when Paladins figure out how to become Holy Undead. Many of them would not let death stop them from continuing the fight if they had the option!
