I think it's a combination of branding and dyeing.

Did you know that if you shave a tiger's fur, the skin underneath is also striped?

I think adding dye to skin would make the fur a different color. At least in theory.

You know, I've often thought of Furry tattooing as something similar to the process of tattooing/ cosmetic spot changing that the Tenctonese (Alien Nation) underwent Essentially, the pattern is more or less branded into he skin beneath the fur so that the resulting sin and fur will then grow in that modified manner. Doing this with a combination of ultraviolet light and special inks would keep the pattern and colour. Though it may well have to be maintained every so often.

But yeah I am reaching way back for a ref that i doubt few people would remember so i am going to be quiet now.

They probably use stencils.

Or, I've seen some people put it as they do scarification so the fur doesn't grow back, then tattoo on top of that. OH electrolysis. :B
