Okay so...I found a way to make them work, but it is sooooooo roundabout. You have to really like Mandrakes, and it really only works if you're going first x3 Also this is what I did with the LAST codex, the 5th edition one.
First, get your mandrakes. Can't be more than nine in the unit.
Buy a Haemonculus, equip him to taste (I like a Shattershard and Liquifier, personally)
Buy a Raider for another unit.
Deploy the Haemonculus and mandrakes near the Raider. On the first turn, you can have both units enter the Raider. The rules state that, if there's room, then an IC that enters a transport automatically joins the unit embarked. Since the Raider was stationary, it can move its full 12" after embarking.
Congrats! Your mandrakes have that notoriously-difficult first Pain Token, and are now a viable threat.
