It's basically a simple template demonstrating some different outfits the character wears.
In Headlight's case, these are the only clothes she has (Headlight's family is dirt poor). The first set of clothes was designed for her by  Asuraludu's team Shellshock, as a battle outfit. The second outfit is a gift from  GammaEradon's Rene. The prostitute outfit is a gift from...well, it's kind of obvious. Who else would give a little girl a prostitute outfit? XD
