They are stupidly common here in Japan- BUT- you'd better have some skinny-arse thighs.
Her drawing the kitty leggings in this picture actually make me like it a little less- just because unless she's 5'3 there aint no way that those stockings will fit- which is a never ending negative in my life. I know it's fantasy- and damn it she can draw what she wants! But it's personally a sadness of mine that I can't wear stuff like that because of my giant thighs- so damn it, I'm going to hold it against her! T_T

Alot of alternative clothing places in America, like Hot Topic are carrying them now. I dunno about what size they run to.
but I feel your pain. I'm a larger gal and its pretty close to impossible to find knee highs that dont strangle my thighs
