Well, the Lennisters use partial plate armors for their soldiers, which is expensive to make, the Starks and most of the Northmen use rather chainmail or plated Coats, which means you have iron or steel plates beneeth layers of padding. Like the Armor of Robb Stark, it is basically a plated coat with plate parts for the shoulder and arm pieces.
A plated coat may not look like it, but they are very durable, flexible and easier to produce then actuall plate armors.

Yeah, you have these wonderfull brigandines. From simple ones (like with the starks. Metal plates between layers of leather) to an sort of lammelar platemail. Those brigandines are heavyer though, but they protect really well. Though i would indeed prefer something like that over a stiff breastplate.
