I actually seen one in real life before. The texture is printed or knitted on the same material as lingerie or socks. Ofcourse the color is matched to the skin to provide the seamless effect.

Spring steel inserts, something like an extreme version of a push up bra? If she's firm enough even certain types molded plastic can provided enough compression to keep it in place, more so if it wraps around to the back. It could be clipped on as well. On the adhesive side, hairspray or spray mousse could easy hold it in place if its light enough. Water soluble paint could be used to make the top as well. Could even bee eatable if the 'paint' is actually frosting, fondant would likely say in place, maybe with the help of some royal icing. Marzipan or chocolate could even be used to provide temporary covering of the assets.
