I am pretty sure he won't mention anything about most of those crops being F1 cultivars, not that any of the dogs would understand what that implies.

Well, F1 cultivars are hybrids(heterozygotes) that display uniform phenotype made by crossing two inbred lines(highly homozygous lines). They are vigorous and high-yielding compared to open pollinated varieties because of heterosis. However, because they are heterozygotes, Mendel's Law of Segregation applies to their offspring, or F2s, meaning that F2s will lose uniformity and show less desirable characteristics.
Thus, if they decide to adopt those crops and adjust national policy for them, their farmers will have to depend on human companies for seeds every year till native plant breeders and breeding companies appear.

Since Ryeoyangese are modeled after Joseon dynasty Korea, you are right, though uniforms of the mandarins were identical in Ming dynasty China and Vietnam as well.
