Actually, this is fan animation by Mystery Ben who's a brony fan video animator who's a big big fan of Mystery Skulls every since they were underground. He also made a fan video for Money back in 2012 (which is equally amazing, you should check it out).

He mad this fan video animation to celebrate Mystery Skulls (who is the band, not the animator or the character shown) first debut full album release, for which this song, "Ghost" was the hit single. I don't think the skull ghost has a name, but I guess Mystery Skull is a cool guess. :3
