This is Dream Ring when she was a baby in which she is held by her mother Jet-Vac, who was shown wearing a robe. Dream Ring was born a weakling, one night, she was crying in pain, which woke up Jet-Vac, his concerned partner Hoot Loop asked him to check on her. So Jet-Vac came to her aide, he looked pretty upset when he saw her like this, so he rocked her as he shooed her, and then breast fed her, hoping to calm her down.
