Yeah the physical paper is just prisma and copic markers. But after I scanned it into corel (though PS can do it too) I just clicked on smart blur, and then manually blurred the rest into this smoother, perhaps a bit more vibrant medium you see.
Its actually pretty easy, though be careful not to blur too much or else the pic will just look like a blurry mess
