Hmm, right now I think the issue here is that the tone is pretty "flat" all around in the panels. If I were you I would consider using more contrast in order to create depth between objects. I think that would bring more appeal into the drawings and help guiding the viewer's eye to focus where you intent them to :)
Other than that I think you've really nailed the mood of all moods! @_@ This is one creepy place!! Everything is dark and broken, and there's graffiti and vandalism everywhere! If there is anywhere that robberies, drug dealing and gun shots are happening, it's here! XD
