This is Raiju, Moru's Element God of Lightning.

He's a very aggressive fierce fellow with all the temper of a thunderstorm. But he is also gentle when not angry. He is a beneficial creature as well, as his storms bring much needed nutrients and rain to the plant life below.

Tarregon is his loyal Patron (ie: a mortal dragon who does a god's bidding).
