Jessie and James just can't seem to tame their pokemon properly.

Under some situations Jessie and James have formed bonds of love and friendship stronger than what any other trainer has accomplished.
This can be seen between James and his Growlithe. Also, Jessie and James bonds have grown with their Team Rocket Pokemon over time from chaotic to orderly. Ekans and Koffing eventually did establish a close-knit bond with their masters... but it took a long long time in the TV show... and when they evolved it took a long long time for the bond to become restored.
I'm assuming Arbok is shown here before his bond with Jessie was restored.
Unique, Growlithe is the most pampered and loved of all Pokemon I've seen. James even fights to protect him, rather than the other way around as seen with everyone in the show typically. It is a true mutual friendship, and not a one sided friendship as with some specific Pokemon shown owned by gym-leaders, trainers, Ash, Brock, Misty... quite odd... a trainer loving and fighting for their Pokemon and not the other way around.
