They basically served the same function as walkie-talkies do today. Since it was almost impossible to hear over the noise of war, the drum called out marching orders and other basic orders. Drummers were not supposed to be a target (which is why children sometimes were drummers), but if you took out an army's drummer, you effectively took our their line of communication.

Jammin hit it pretty much on the head. Outside of marching orders during battle, they would also sound the daily activities throughout the encampment. Reveille in the morning and colors in the evening, Assembly, as well and provide unit movement instructions for close order drill and during marching.
I think I know what you're trying to ask. The rules of war weren't as cut and dry and standard across the board as they are nowadays, or even during World War 1. So, while it was probably an unwritten rule that you weren't supposed to shoot the drummer, it was just probably thought of as a dick move to do it. ;)
I remember some unwritten rules were set up throughout history and occasionally exploited.
I believe it was the real life brave heart battle where there was a bridge that narrowed how many troops could get across, and usually in medieval warfare, the rules of chilvary say you let your enemy get into place before attacking (Or something like that). He used this exploit to slaughter parts of England's army while the rest of the soldiers were forced to watch
