This is a river flowing near a fish hatchery in Central Oregon. The bright stripe of water in the middle is due to a deep crevice in the ground beneath the water. The swirling motion from the water at the higher level moving to the lower level traps air in the water, creating many many air bubbles flowing in the water, creating a foamy look and lightening the color.
