Yes, yes it can :) as You may have noticed - there are gills located on his neck and also in the vicinity of the ribs

I really like the underarm membranes, gills, & webbed fingers!! I think the fingerwebs would look cool extended to the fingertips, too. I'd love to see the female of the species as well!!
