An encryption device more than likely. Similar things are used for certain secure telephone units. The chip would allow the user to encrypt the call between 2 individuals using the same kind of equipment. Thing is, when the phone and chip are paired together, they're classified at the highest level of the PKIs on the chip. Being out of a vault without a good reason is a big no-no. Getting warm, Ober?

Getting closer, the black isn't for the phone itself, though. It enables the device within. I'm going to show the history of its creation sometime in the next few pages, after we get the rest of Ober's reaction to seeing it "off campus".
