Sure, I use the paper and fringe settings in every layer I use and then I add color, playing around with the watercolor brush in some spots

To be honest I change the settings all the time while drawing or painting till I feel comfortable with the brush and the results, it's about experimenting till you found what you need, at least it's what I do.
