Oh poor Malice...
Dont you hate that on Civilizations 3(and other games) where you need to have Marines to siege cities that are on a single bit of ground, which means you have to attack it directly from the boats, but you always get that message, "You need Marines bitch," when you try to get it.

And no thats not fully what the military advisor says, but thats how I see it.
