I'm sure it's fur. Most people don't even bother to add fluff when making these, but you get used to seeing it. Honestly they did a better job than most in making some fur visible, not that it's required or a big deal. A lot of fur-covered characters get smooth lining that make it look like they don't have actual fur, but we still recognize that they have it, for example: nearly every cartoon character that has fur doesn't actually show some fluff unless they're in situations that get them wet/puffy or even bald. It's also not completely out of the normal for a character to have flat fur because some animals also have flattened hair. /ramble

In any case, this is very well done.It's actually one of my favorite poses.~<3
