I can imagine why though. You'd have to redo a lot of units and world leaders! Might be easier with a simpler version of Civ, if you can find the code for it. I know a friend of mine made custom (God-mode) units for Civ II once, so it can't be that hard, least not for sprites.
The later versions with 3d models though? Those are gonna need a lot more work!
